PIPEDA & Quebec Law 25: What a Canadian E-Signature Service Should Do

By EZ PDF Editor ยท Published August 19, 2026 ยท 6 min read

If your clients are in Canada, the rules that govern their signed documents aren't American rules. PIPEDA and Quebec's Law 25 change what a signing service should provide โ€” consent, privacy-by-design, a PIA, and evidence you can actually keep.

Canada is not the U.S. and it's not the EU. A signing service that checks the American boxes doesn't automatically satisfy a Canadian business's obligations under PIPEDA or, for Quebec, Law 25. Here's what a Canadian-friendly e-signature service actually does โ€” and what EZ PDF Editor was built to do.

The Canadian rules, quickly

What that means for a signing service

  1. Consent that's real โ€” guests give explicit consent before joining and signing, and that consent is written into the audit record.
  2. Privacy by design โ€” core tools run in the browser with nothing uploaded; only what's necessary is processed server-side.
  3. A PIA โ€” a privacy impact assessment that documents the data flows. Ours is public: /pia.
  4. A privacy officer โ€” a named person accountable for personal-information protection.
  5. Evidence you can keep โ€” tamper-evident seals, Audit Reports, and audit trails that document who signed, when, and from where.

Where your data lives

The service's server and database are hosted in Canada (DigitalOcean, Toronto region). The limited, disclosed transfers โ€” OpenAI for AI drafts, SendGrid for email, Stripe for billing โ€” are documented in the privacy policy, which is what PIPEDA's accountability principle and Law 25's transfer rules expect.

Retention that's defined

Retention limits are set out in the policy and enforced where the service controls the data: account deletion purges sessions, audit events, IDV submissions and files; IDV images are destroyed once their purpose ends. You keep what the law or your profession requires โ€” the sealed PDF and Audit Report โ€” in your own records.

The short version

For Canadian signings, PIPEDA and Law 25 set the bar: real consent, privacy-by-design, a PIA, a privacy officer, defined retention and Canada-hosted data. EZ PDF Editor is built to that bar โ€” and the PIA is public so your review can start from a real document.

FAQ

What laws cover e-signatures in Canada?

Federal PIPEDA and provincial privacy laws (including Quebec's Law 25), plus electronic-transaction laws in each province, give electronic signatures legal standing. Provincial notarization rules are separate.

Does EZ PDF Editor comply with PIPEDA and Law 25?

We're built for it: explicit consent captured in the audit trail, a published Privacy Impact Assessment, a designated Privacy Officer, Canada-hosted infrastructure, defined retention, and tamper-sealed signing records.

Do I need a PIA for using an e-signature service?

If you're an organization subject to Law 25 and processing personal information (including signed documents), you should have a PIA on file โ€” ours is published so your review can cite it.

Where is my data stored?

The service's server and database are hosted in Canada (DigitalOcean, Toronto). See the privacy policy for the limited, disclosed transfers to processors like OpenAI, SendGrid and Stripe.
